I always find it strange & intriguing when spankings are phased over dresses/skirts, panties, then bare bottoms. Especially in Momma Spankings & Strictmoor Academy. Albeit not always - and I much prefer the knicks to be pulled down right at the very get go, ideally with "hands on head" for the panties down....deculottee!
Oh my! When sister & I gotten the cane from our mother in our childhoods (1960s/70s), our panties always gotten taken down to our knees right at the start. We usually put our hands on heads for our botties to be bared. All 12 strokes of the cane were on our completely bare bums, always. That makes perfect sense to me.
