I saw my besties from church smacked with their panties down like this in my Atlanta suburbs in yore (60s/70s). Corporal punishment was routine, normal & expected & there was no need for compromise or modesty. I saw girlfriends whooped in front of me (by moms n pops) if they misbehaved without a second thought. So typical of the 1960s & 70s in the South. And the ubiquitous leather strap was applied to bare princess buttocks by the bottom-smacker-in-chief.
